Abstract:
This paper examines the changing landscape of postcolonial reparations, driven by the evolving global dynamics between former colonial powers and the Global South. The study hypothesizes that economic diversification and China’s geopolitical influence significantly impact reparative actions. The analysis builds on an original dataset of coded qualitative data on 16 cases, complemented by quantitative economics, diplomatic, and political indices.
The increasing governments’ responsiveness to claims reflects the Global South’s growing economic and political influence and rising normative expectations for historical accountability. However, former colonial powers remain cautious of setting precedents and facing domestic backlash. Therefore, a clear increase in symbolic measures and partial apologies is apparent, but inducing liabilities is strictly avoided.
While a normative paradigm shift towards reparations is not imminent, pressure compels former colonial powers to adopt more responsive stances.
